Dear Parents and Caregivers,

We want to inform you about a new requirement under Texas House Bill 1481, which will be in effect at Laurel Mountain Elementary starting with the upcoming school year:

◾ Policy Overview

  • Under HB 1481, students may not use communication devices—including cell phones, smart watches, pagers, and similar devices—anytime between the first bell and the last bell, not just during instructional time.

  • The only exception: district-issued devices approved by the school.

◾ Exemptions

  • Students with documented medical needs or emergency requirements may receive an exemption.

  • Please notify the school nurse or administration if an exemption is needed.

◾ Storage & Confiscation

  • The school may provide secure storage options (such as locked bins or cubbies) for devices brought to campus.

  • Staff are authorized to confiscate any prohibited device in use or visible during the school day.

◾ Why This Policy Matters

  • Reduces distractions and increases student focus, engagement, and social interaction.

  • Protects student privacy and supports a safe learning environment.

  • Aligns with legislative goals of promoting healthy, device-free school days.

◾ What We Need from You

  1. Review the policy with your child and help them understand that their phone or watch must remain powered off and stored in their backpack upon arrival.

  2. Discuss emergency protocols: If you need to reach your child during the day, contact the front office. We will ensure the message is relayed promptly.

  3. If your child qualifies for a medical exemption, please reach out to the school nurse or main office to complete the necessary documentation.
