Senior Chief of Schools Dr. Natalie Nichols and Assistant Superintendent of Academics Rodrigo Portillo updated the board on the progress and plan to expand the Teacher Incentive Allotment for the district.
The district has grown from the initial year of 2023-2024 to the 2025-2026 school year, is 3.5% to 24.6%.
The district will expand in 2026-2027 at all campus levels and add 18 additional subjects to be eligible.
The district’s Teacher Observations Performance Standards have added “Acknowledged,” which has a Minimum average score across Domains 2 and 3 of 3.5 (70% of possible points), and a Minimum rating required for each dimension in Domains 2 and 3 of at least 3 (proficient). It will also meet the Minimum Student Growth Standards, with at least 60-64% of students demonstrating 1 level of growth.

CFO and COO Dennis Covington provided an update on the 2025–26 budget and the 2026–27 preliminary budget. As of April 16, the deficit for the current school year is $5.165 million.
F3. Demographer Report
Demographer Rocky Gardiner from Zonda Demographics reviewed his report for winter 2025.
Why it matters:
Enrollment projections take into account new home starts, unemployment rates, birth rates and more. Zonda projects that the district will continue to see a small decline in enrollment over the next five to 10 years. The district is estimating a student population of about 45,000 for the 2026–27 school year, the “low” forecast provided by Zonda.

Trustees heard from representatives of the student VOICE group, who shared their work strengthening a sense of belonging for themselves and other students on their campuses. The students highlighted the challenge of improving peer-to-peer and peer-to-teacher connections and relationships on their campuses, and the importance of hearing from peers at other schools to them.
